Just throwing this out there in case somebody has the answer.

I've seen on a few Mystic BBS's that it is possible to modify the default BBS listing and add a lightbar as well as an option to telnet out to another BBS.
I am curious how this was accomplished. I see the telnet option in the menu selection, but I don't see a useful way to incorporate it into the BBS List.

That sounds like Gryphon's BBS List Admin Manager. I have gy-blam21.zip here and I don't recall seeing an update but there might be. Look for that at all the usuall places or at Gryphon's BBS, Cyberia.
