FidoNet isn't governed by common law principles like precedent or jury of peers. It's a network of private systems, and when you are the moderator
(and I am) of a specific echo, you are the authority
-judge, jury, and, if need be, the hammer.

Policy 4.20 establishes coordination structure - not democratic echo governance. When you were appointed (or assumed) moderation of the echo, and especially if you revived it from dormancy, your rules stand.
