When signing up on my BBS the new user never addes the start menu to the new user account. I've confirmed under the Security settings the access level 25 for new users shows the startmenu of "newuser".
I've also checked the newuser options to make sure the security level
they get matches up to 25 which it does.
So after digging, maybe a bug with A48. I removed the startup menu from the security level and left the global default menu to newuser and now it works when signing up a new user....
