In the book 'Sons of Distant Earth' by Arthur C. Clarke he states that
anyone who deliberately aims for the job (referring to President, Prime Minister, King, etc.) should be disqualified.
If I recall he suggsted randomly choosing someone for the job, whether
they want to do it or not, would likely give better results.. B)
