    Modified Files:
    exec/batchxfer.js
    Log Message:
batchxfer.js: make "use strict" take effect; const -> var

"use strict" followed the require() calls, so it was not a directive and
the module never ran in strict mode (#1263). Move it to the top of the
file. Also replace the two const declarations with var: one was
re-declared on every pass of the menu loop, and const semantics differ
    between SpiderMonkey 1.8.5 and 128.
