    Make sure to use Binary transfers for all files.

    Sure it does. And I quote:
    Sysops and 'F' exempted users may also send File Requests by starting the title with "FR:" and then the filename(s) being requested follow on the title. If multiple filenames are requested, they must be separated by a space.
    Example: "FR: FILE1.EXT FILE2.EXT".

    That comment at the end of the posted message seems to suggest that the file is *not* available file file request, but rather via other download methods instead.
