I have several Win98 machines running Subst and I used to run it
on Win95 machines as well. When I exit fully to DOS, which those
operating systems have a full working version of, my substituted
drives are still there and accessable through all DOS programs.
(Config.sys probably needs a LASTDRIVE=Z Command to handle it.)
The Subst setup must be in the Autoexec.bat file for it to take
effect in those OS's though. There may have been changes to later
versions of that Command for OS's that didn't live on top of DOS.
It was definitely supplied with the Windows OS though..
Don't recall if it existed in Win 3.x or not..

I just checked my DOS6.22 Win 3.11 machine and yes, the SUBST command is
there.
