Unfortunately, in the UK, it's against regs to operate a HAM radio on an "aircraft" and a weather balloon qualifies as an aircraft.
I was going to just break the law and use a modified PMR radio. I figurered if it was thousands of feet over head, you'd need very little power for it t be heard for a very long distance. RL keeps getting in the way though.
